The specs are "open standards", although in order to get legal copies
of the specs, you have to purchase them from the PCI-SIG.  There's are
also a number of other books on it that essentially retell the spec.

No patents apply.

I have written a PCI target, and the code for this is checked into our
SVN repository.  We are beholden to no one for use of this, other than
that we need to get a PCI SIG membership in order to get our own
vendor ID (minor detail).  But that's not terribly expensive.
