That's called a "netlist". I'm also not positive whether this is a netlist for the PCB or the OGA or both. There are two files inside, called "OGD1.edf" and "OGD1.v". The documentation on the wiki is still very disorganized. I'm currently working on artwork and tables for the components, but I think we'll probably want to give some thought to "information architecture" for the documentation. :-) Then hopefully the answers to some of these questions will become easier to find! (Quite a bit is already there now if you're willing to dig for it).
