Beyond OpenBD it would mean that the hosting machine's internal DNS no longer resolves the host name "localhost" to it's own internal 127.. IP Can you ping localhost? Within OpenBD, it could mean some fault in an xml file - others smarter than I would know which ones to check - resulting in Jetty's inability to recognize "localhost" as something it's supposed to respond to. Or which J2EE application it's supposed to funnel traffic to when it does respond.
