I can ping: round-trip min/avg/max/stddev = 0.135/0.217/0.306/0.056 ms 
.... using an app on the same box.

Browsing http://localhost:8080/ still brings up a blank page.

Ok ... I think I'm going to use 127.0.0.1 ... editing OBD's xml files is 
above my pay grade. ;-)
