Yes.

The overwhelming majority is in MUMPS.  But even the code in Delphi is availble
under the Freedom Of Information Act (FOIA).  The VA also has an advanced
imaging system that is available via FOIA.

No.  It is not.  But it has proved difficult to find the resources that are
available.  There are no technical or legal barriers to hide behind.  Anyone can
step up to the plate and swing that bat.

I am particularly stirred up by Jim Self's renewed vigor in the matter.  He has
resources, connections and a very sharp head on his shoulders.  There IS hope...
;-)

BUT, alas, we may be side tracking this list with matters of code and
platforms.  I think we need to move on to the abstract realm where we can
model.  The place where vendors fear we might break free of our cotton-lined
shackels... ;-)
