Except that that other contender has 99% of the browser market...
Pragmatically, if something doesn't work with Internet Explorer, then it
can't really be said to be Web browser accessible. That's the sad truth.
Of course, the converse is also true, and Web sites which **require**
Internet Explorer are not really Web sites in my opinion - they are
Internet services which require a proprietary Microsoft (very) thick
client to use.
