I'd say this is blatantly false. IE may have the majority, but it is doubtful 
if it is more than 65%. IE runs only on a single platform, and this platform 
makes nowhere near 90% of users having access to the web.

Statistics from my own web sites are certainly a bit biased towards FOSS, but 
even a software independent project such as http://www.drugref.org which is 
drug data collection only shows that IE struggles to make 50% of visitors.

Our practice web site showed consistently less than 60% of visitors use IE 
over the past 16 months; and I doubt that my patients or people living on our 
plateau are biased in any way towards FOSS.
