yes I am quite sure about that part of the LPGL.
As soon as you modify the Sources of OpenMeetings you have to publish and
license the modifications either under LGPL or GPL.

But if you use OpenMeetings by using for example the Web-Service Gateway =>
so you do not modify OpenMeetings => you can redistribute it as part of your
application without changing your License (so you can also re-distribute it
under a propriatry license ... but only if you use it *as a library*.

Modifing the sources and re-publish it under non (L)GPL terms is not
LGPL-conform.

In case of GPL you are right => GPL code can only by re-distributed as GPL
In case of LGPL => you can choose if you would like to re-distribute as LPGL
or GPL.
