I don't think that's such a good idea because the two settings may not agree, which would lead to confusion.

Quite frankly I don't understand why you want to mix up system level and user level. Please try to accommodate the idea of having abstraction layers. I am talking about one layer, you are talking about another layer. And, no, I am not talking about GUIs.
