I forgot to mention OpenPBX was returning to the ATA something along
the lines of "Not acceptable here" essentially rejecting the ATA's
T.38 request, canreinvite=no was not present, then I added in
canreinvite=yes

The ATA is AudioCodes MP-202, which I would not recommend, they
violate the GPL and for months they denied it even ran Linux.
