As you probably already know, faxing with any VoIP protocol without T.38, even on a LAN, will in most cases not work because of jitter, delays and packet loss. That is the difference. I'm not saying this is the reason why it doesn't work for you, but it might be. Some have successfully faxed in their local network, and some haven't.
