OpenSim is a peach and OSGrid is fruit salad. If a given script works in OSGrid it IS running in OpenSim. Instance admin controls not grid admin.
My best vehicle does not use any vehicle functions and has improved with 0.7 mega regions. This has not changed in years. In addition, many of the LSL/OS commands are enabled or disabled at install time for a particular meta world. Exactly which ones depends on the grid/world administrators. If you are running your own standalone grid (I suggest Diva's distro) then you can enable everything, but there are valid reasons for not doing so on a public grid! I believe there is a group on OSGrid who are working on the problem of vehicle motion, try a Google search.
