The usual practice is a separate parcel (a sandbox) where visitors
have full perms to unpack their acquisitions. If placed inside the
region away from it's edges, wouldn't that solve the issue of rogue
prims going outside the region if they can only be dropped inside the
parcel? The main region parcel being locked secure of course, with
zero perms except for trusted users. Wouldn't this configuration keep
the physical prims contained so they can be more easily dealt with? I
don't know, I haven't tested yet but I have a region with a subparcel
I can test later in my evening.

Good combination would be to have a small parcel as sandbox. and disable
object entry for the parcel around it.
You can only do that offocorse if there's no need for object entry from
other objects like verhicles.
