The adoption of the Constitution defined a new way to define the rules, and
no one has followed through to define rules and processes in the new way.

We know we have, among many others.    If you look at the formal adopted
policies, there is no process for integrating to OpenSolaris, but there's
also no OpenSolaris gates to integrate to.    In the current transition
period, the Solaris gates that are being used for OpenSolaris are being
managed under the old Solaris rules until we get OpenSolaris gates set up
and OpenSolaris rules defined.

A majority vote of all core contributors - of the 268 eligible to vote in the
last election, 153 did so, with 145 voting to approve the Constitution.
