I guess I'll say it again.  The interfaces are approved by PSARC.  Each 
of those
incremental changes need to be approved.

You've been lurking on the psarc aliases for quite a long time.  You've 
surely
seen the fast-tracks which add a simple option?  (Example: the loader guys).
Why would this paradigm not apply to star?

Just for the record, the ability to interpret an additional format is an 
interface.
Its not all about option flags.
