Wouldn't diffs, wrapped in a message with the title
"Please make the following changes", submitted by USAns,
be protected by the 1st amendment, & also outside the jurisdiction
of export regulations, since they do not amount to source for executable
code but are rather a sort of comment about it?
What about the case where someone contributes a massive
"subsystem" like kerberos or different cryptographic
technique.
