Well in that case every time I attend an IETF meeting and help to
refine an Internet-Draft that includes encryption algorithms would be
a violation of the EAR. You are overly paranoid.
In order for me to be in violation of the EAR I would have to provide
substantial assistance that would correct or improve the actual
encryption/decryption code that is a part of the cryptography
library. It is perfectly legal for me to submit changes and additions
to documentation, user interfaces, and authentication protocols
(SSL/TLS). Making a suggestions to a public mailing list suggesting
that half a dozen environment variables be added (or correctly used)
hardly makes me in violation of any U.S. export laws.
