The major releases are still continuing as expected with rich release notes. This is talking about stable patch releases such as: https://wiki.openstack.org/wiki/ReleaseNotes/2014.2.3 As you can see there is only notices in "Known Issues and Limitations" section of low impact. I do not believe we've ever required ordering in the updates of these, as they are supposed to be pretty conservative changes that shouldn't enforce limitations like that.
