mails will be moderated only the first time it's sent.
Most non intentional OT posts are done by people not knowing
the list...
this should be a somewhat less intrusive way to manage the
list subscription.
Note that in well done moderation the moderator give a
justification to the refused posts.
one could send "this post is OT, but if you send on chart
post it will be sent to the list"
