mails will be moderated only the first time it's sent.
Most non intentional OT posts are done by people not knowing the list...
this should be a somewhat less intrusive way to manage the list
subscription.
Note that in well done moderation the moderator give a justification to
the refused posts.

First time moderation, or approved members, what is the difference?
Someone takes time to read the mail and let poster subscribe, or not.
With such differences that we demonstrated in criteria what is
acceptable and what not, most of the people will be from dissatisfied to
disgruntled. Your work presents you as good person willing to help, so I
know that you don't want this to happen, but that will be the end effect
and more people will leave opensuse or will never join.
