from my perspective, manifesto is good idea, but too idealistic :-).
Manifesto don't stop anything. Spammers are bad guys. This guys don't read
manifestos.

We need technical solutions:
1. Default behavior: don't accept messages from contacts without
subscription. This is default for other IM systems.
2. Automatic ban of account after x subscriptions requests in time window.
3. ? something other
4. Support of this technical solutions will be propagated in s2s stream. By
default, only servers supporting this technical solutions will be accepted
for federation.
