I'm a little concerned that what's taking place has the
appearance of voting, and I hope that the minority viewpoint
will be weighed on its merit.

That said, I think it's very clearly the case that TACACS+
ought to be published (indeed, probably needs to be published)
given its ubiquity and our interest in interoperability.  I
don't much care how (mostly because I'm unconvinced that anybody
not involved with the IETF cares very much about the distinctions
we make), but I do think that being careful about process helps
protect the working group and the broader organization against
appeals and such, which are a time and energy sink.

But the bottom line is: I think it needs to be published as an
RFC.
