has to be readable by the httpd user - possibly www-data?

Do ps -ef | grep httpd  (or, ps -ef | grep apache) to find the user.

I get in /var/log/apache2/errors.log

I can see that that file exists on disk and there is data within the file
If i do a ls -lah on the folder i see:

-rw-r-----  1 nagios nagcmd  320 2009-08-11 12:32 htpasswd.users

What errors do you have in the apache logs?  Nagvis relies on php so is that 
module enabled ok?
