There's no particular procedure for this. 296ZE is all there is, so you would write a letter, making clear it was intended to be a notice pursuant to 296ZE and then carefully and logically set out the reason why section 296ZE (in particular subsection 2) applies. When I last asked the IPO about the use of 296ZE: https://www.whatdotheyknow.com/request/details_of_complaints_relating_t there was no sign that anyone was using it (at least for what it was for) so in terms of publicity this could be useful as showing whether or not 296ZE is as pointless as it looks. -- Francis Davey
