IP comes under Vince Cable's Department for Business Innovation and Skills. The 
new IP minister is Baroness Neville-Rolfe

folks are very helpful and would probably point you in the right direction too.

Thank you for your comments, Francis.  I have a question about where I should 
make my complaint...

The Act says to complain to "the Secretary of State".  I couldn't find a 
definition in the act of which secretary of state (Wikipedia, 
https://en.wikipedia.org/wiki/Secretary_of_State_%28United_Kingdom%29,
seems to imply I could apply to any SoS!).  Should it be the Secretary of State 
for Culture, Media and Sport?

I note that your FoI request was directed to the IPO.  Should I be applying to 
them?  I had assumed I sent a letter directly to Sajid Javid.
