Here's what I do:
I copy the tween.
I create a new layer.
I create a mc on the first (key)frame of the new layer. That opens a
new layer in the mc.
I paste with right click. The movie plays fine in the newly opened
layer in the mc.
I click "scene" to return.
I hit "enter" to play from the first frame and nothing happens.
I open the library and drag a copy of the new mc to the stage, then
hit enter and nothing happens.

What happens when you hit "control + enter" in this case ? (i.e. Publish
or test movie ?)
AFAIK, a movie clip with, say, 5 frames on its timeline sits on its
parent timeline, the IDE will not play the animation on hitting Enter
key (when you are on the parent timeline!); it will just show you the
first frame (for a movie clip symbol).
Try converting the mc into a graphic symbol on stage ("behavior:" in
properties panel) and hit enter to view the animation within IDE on the
parent timeline (graphic symbols play animation on scrubbing in sync
with parent timeline; provided you have sufficient frames on the parent
timeline)
I guess this is not a problem unless you want to view the animation by
scrubbing within the IDE repeatedly for some reason. :)
