Below a zipped file with two versions you can use for references.
What I did was:
1) highline all the key frames on the hand layout and right click
menu > copy frames
2) on your library panel, click opinion > new Symbol, name anything
you like and tread it as MovieClip.
3) at the first key frame on the time line, right click > paste frames
4) return to the main scene
Then, see each of the fla I zipped in attached for what to do next.
