It doesn't look like behavior is supported by AS3.
I've written out below a stripped-down simplified version of what I'm trying
to achieve:

1) On first layer in timeline, in frame 1, draw rectangle with rectangle
tool.
2) On frame 10 in first layer, draw oval with oval tool.
3) Right click any frame in between and select "shape tween."
4) Select all frames, right click and "copy".
5) Click eye in only layer so that it doesn't show up.
6) Create new layer, click first frame, ctr-F8 and select "Movie Clip".
7) Right click first frame in newly created layer and paste. Shape tween is
in newly created layer within the movie.
8) Click "Scene 1".
9) Go to play and nothing is there.
10) Create another layer and in the first frame drag and drop the mc from
the library.
11) Go to play and only the first frame of the mc appears and in every frame
of the movie.

What am I missing? How do I capture the *whole tween* in the mc?
