Yes, every developer should _always_ go thru the README, no excuses. Tho realistically the audience and content of a "README.txt" can be quite wide. Cant tell you how many source trees I've looked at where the README.txt is full of worthless junk beginning "AppWizard has created this application for you." My thought was 1) this has been asked before, and 2) the person asking has already browsed the filesystem looking for filenames of the non-existent project files, so why not have a filename that directly addresses what they seek?
