Well, I downloaded a 30 day trial of 3DS Max 2009 and it did not have
an osg importer or exporter.

There is an exporter, though I have no idea if it's still being developed and if it works with recent versions of 3DS Max.

There is no importer I know of. Perhaps you can explore using osgconv to convert to some format Max can import (perhaps COLLADA, if you can build the OSG plugin for that), then do whatever you need in Max and save back into .osg (or again, COLLADA might be a good export path, since 3DS Max has a native COLLADA reader/writer).
