I may originally misunderstood your question.
No, it does not keep routes determined in the 1st pass. It goes just for
estimation of the optimal route cost, that is supposed after the 1st draft
pass with relatively high HC to be somewhat higher than the one of the
optimal route.
Then it knows, if a particular partial route in the 2nd pass is worse than
that, it cannot be the optimal one and is thrown away.
