I'd vote for the bugzilla. It's designed for that (bug reports).
What you think about one wiki interface for all ossec documentation ?
It depends how many people are going to write docs. If only 2-3, then wiki is not necessary. OTOH, if you expect 10 (hopefully more), I'd go with wiki for docs. -- http://nk99.org/
