OK, I removed it to deal with the UTF 8bit character
complaint.  I can't recall any longer where I was getting
it before.

I installed the RPM and then went back with the
instructions for the manual installation and verified most
steps that I could.  I'm now getting

I've gone through the httpd.conf and it looks good.  I can
go to other sites on my localhost.  I ran the
SetPermissions.pl so I'm thinking it's not that.  Also, I
tried following the README.webservers and tried it both
with CGI and Mod_perl with no effect upon the 500 error.
 In all cases I restarted the webserver after a reconfig
(using the RH GUI "Services", clicking "restart" for
"httpd").

I gave up trying to revert to Apache 1.3.28 and ModPerl1.
 Since OTRS says it can work with Apache2, I figured
there's no more sense in beating that dead horse.
