The recommended configuration for a 3550 these days is to use 802.1x with or without MAB. SNMP is really supported for older switches that can’t do any better. It “should” work on a 3550 but, well, nobody uses it if they have any choice these days. If you really can’t change it to 802.1x, can you please send some logs so we see what’s going on, both when you connect a device and when you disconnect? Ideally send us the relevant lines from packetfence.log and snmptrapd.log.
