I'm all for keeping them in the Changes file, so as the translation maintainer changes over time at least they get some immediate credit.
If it is causing too much noise, limiting the Changes entry so you have to hit 100% to get one might make some sense. But in principle, I don't see why we shouldn't credit people doing real work that ships in the tarball.
