I agree.  As a release manager I pretty much refer to the Changes text
file to see what has changed, and translations are a change.

I think that Padre has an amazing number of regular contributors for
translations and I don't see a reason not to allow them to put in the
changes file when they update their language.  

Given that development on Padre has slowed for now, it could just be
that the only changes we see are the translators catching up.. :)

That's fine.. but I think it should be 100% any time during the dev
cycle, and only list it once per release.  So if you get your language
done early in the cycle and changes hit trunk that include new or
changed strings, you still get credit for 100% regardless.

Yep.  It's a small reward for the effort put in.  I know after reading
the how to translate it's not a small task.  I'm glad I speak and write
english.. even as badly as I do because the effort to translate really
isn't insignificant and deserves mentioning when ever we can.
