This is the best way I can describe it:

I ran the 3.3 updater on my Palm III, restarted and now the 3.x applications
launcher does not come up when I exit a program.  Or at least the launcher
that runs be default does not respond to the menu button taps, it does not
have the battery indicator on the top of the screen. So I see the
Applications Icon at the top of the screen and tap it, and then the 3.3 app
launcher runs.  Battery indicator is on top with the time and the category
drop down on the upper right.  When I exit an app, I don't go back to the
3.3 launcher but rather the version without the batter indicator and etc.

The only thing I can say about this particular III, it that it once had
Flash Pro installed for a short time.  Before the 3.3 upgrade was installed,
ROM was restored (as best as FP can do) and FP was removed.  I've tried a
hard-reset without any change.
