The timer and other kernel calls are not part of the SDK. I know you can
find prototypes to the functions in some of the SDKs, but that doesn't mean
anything (legally.)
As to why you can't... it's the law! It's like if you buy a DVD you really
only get a license to watch it in your own home; you can't (legally) show
it in the auditorium at work and invite people to see it with you.
