3.5 ROMS were well out on the Pavilion before the IIIc and IIIxe were released.
Your argument doesn't hold water here.
A more valid question is why the 3.5.1 ROMS are not on the pavilion yet.
It would also be nice (but not entirely necessary) to see POSE skins for these
new devices released to developers on the day of the hardware release.
