Some pieces are there. TopGunssh uses PilotSSLeay, which is a port of
components from SSLeay (the crypto stuff). I ported a few other
things (www.cryptography.org - in the PGP section, palmopgp), but you
would need to add the ASN1 stuff and the SSL negiotation itself.
