Don't forget that there will also be some image tearing, which may look like flickering, if graphics updates aren't matched to the display refresh rate. e.g. If you draw 2 images 75 mS apart, and the display refreshes every 20 mS (50 Hz), then the top half your image might appear darker than the bottom in one frame, and the bottom half darker in another. This could look like flickering in some circumstances.
One of the reasons that the animation in TV game consoles can look smooth is that they usually synchronize the display updates to match the field refresh rate. Do any of the PalmOS hardware providers publish their display refresh rates?
