Is there some paper about this? I mean, the reasons why programs
like flock are not correct? Second question is if file locking is an
option, anyway. I mean, it maybe breaks some future plans or such?

My personal reasons why I would like to implement this is
because in this fucking country Internet connection is expensive. I
would like to save some $ if I can. I have 3 machines (more yet to
come) on Gentoo that would download distfiles all at the same time while
I'm online. If I can help by implementing file locking, I would be glad
to do that.
