I think we want to say:


        The lifetime is a non-negotiable parameter that can be used by the
        PaC to manage PANA-related state. PaC MUST initiate the re-
        authentication phase before the current session lifetime expires if
it 
        wants to extend the session.

I think it is OK to be silent about the PAA actions as we don't specify what
it should or should not be doing.
