The verdict on whether or not there is capacity or willingness has long been passed, and the performance is in sync with that. The reality is that all of us have our own shortfalls and are in many respects fallible as all humans are. The greatest tragedy though is to have leaders that are driven by insecurity, leaders who operate on the premise that someone is out to undermine them. These sorts imagine attacks and are forever scared that someone does not take them serious. They enter a defence mode and block all kinds of input. They seek to prove that they are complete and seek to reach some level which they cant even describe. It is more like taking a civilian to lead soldirs, and instead of leading the soldiers he spends time imagining that the soldiers undermine him because he is not millitarily trained. In this way he denies himself an opportunity to grow and to lead the soldiers. This is called inferiority complex which often shows itself through misguided arrogance which is in fact downright feear of the imagined. Just a small dimension I wished to add on leaders and leadership.
