Jumping into this thread late so don't know if this has been tried or mentioned. I presume your cable has an 1/8 plug on the end which goes into the sound card.
If the cable is ok, plugging it into any device -- radio, stereo, whatever -- that can accept such a connector should tell you if the cable is ok.
It's also possible that there is some short at the point where the cable connects into the transmitter.
