Because AOL is your Big Brother, and they don't want you to receive anything
that may harm your computer.  The typical AOL user is not the most savvy
person, and AOL has to try to protect them from viruses and such.
Therefore, in my business, we often send files, such as zip files, registry
edit file and exe files that AOL users can receive.  So, the AOL user is
forced to wait for snail mail, or go download the file themselves.
