I vote for a 400 MHz ZIF G3 upgrade in  a XLR8 carrier card from  
www.otherworldcomputing.com  for $190. This is VERY VERY fast compared
to your current speed.
Then buy 2* RAM modules, 128 MB size (5 volt, 168 pin, FPM modules).
These are $26 each, plus shipping. Go to www.ramseeker.com.   to find
where to get 'em.
Having done these 2 upgrades, your machine will fly. (Compared to your
old speed.)
Doing the above will give you a HUGE speed increase. It will cost
little. It will be minimally inconvenient (Hopefully -- usually such
upgrades are plug-&-play, but not always.)
Save the remaining money for the next mac you get, probably in 2 or 3
years. Almost always the best "new" mac for the money is a 6 to 12 month
old model, refurbished by Apple, and very cheep considering the quality 
of the machine.

*perhaps 4 would be good, considering the low cost.
