It isn't that it is so bad so much as non-existent.  Try BOOTP.  IIRC,
this is an option.  You'll have to specify more on the client about
your network like DNS servers ....

The BOOTP standard is much older than DHCP, and most DHCP servers will
answer BOOTP requests.
