Ooooohhhh dear. There's your trouble. PC100 RAM is in no way compatible 
with PCI PowerMacs of pre-G3 age. PowerMac 5V DIMMs always have their 
speed reported in nanosecs (i.e. 80, 70 or 60ns) not MHz (because it is 
much slower RAM).

It is sadly likely that the board is now fried as the RAM power circuits 
will have over-heated due to insufficient load (theory - may not be) and 
done very nasty things ot the logic board, sorry to tbe the bringer of 
bad news...
