I was told, and I may be totally wrong, that if you zero out IE's 
disk cache (from preferences), it'll use its available RAM partition 
as cache. Theoretically this should be very quick. If this is the 
case, you could give IE lots more RAM.

If that doesn't work, you could use a RAM disk for the disk cache.
